The court heard that the abandoned vehicle was reported to East Riding of Yorkshire Council's streetscene enforcement team earlier this year.
Officers discovered the van in poor condition in the Morley Street alleyway, a public road, with its MOT expired and tax out of date. Despite multiple requests from the council for Rohde to move the van to private land, he failed to comply.
He also neglected to pay a £200 fixed penalty, leading to court action. The council removed the van on 12 April.
East Riding of Yorkshire Council has issued a reminder that abandoning a vehicle is a criminal offence, as they can cause nuisance or safety hazards. Carl Skelton, director of streetscene services at the council, said: "Abandoning any vehicle, like this van, can cause a nuisance to residents or become a hazard to safety.
"In most cases we can resolve these situations by contacting the owners and asking them to remove their vehicles, but in cases like this we have to intervene."
